undo is it a bar undo??

i WAS WAITING FOR THE FINISH OF THE TOURNAMET AND SEEING AT A DIFFERENT TABLE WHEN MY LAST HAND BECAME AGAIN:

PASS 2 PASS !!!!!!!!!!

WEST THINK FOR ONE MINUTE, FOR ME IS CLEAR THAN HE IS THINKING IF 2 IS NATURAL (STOP) OR STAYMAN (LIKE TOO MANY PLAYERS USE IT).

THEN EAST ASKS FOR "UNDO" WHICH SOUTH PERMIT.

WHAT DO YOU THINK ABOUT THIS IND OF UNDOS??

FOR ME IS CLEAR THAN WEST IS TRYING TO TELL HIS PARTNER THAN HE HAS NO IDEA OF THE 2 MEANING, AND EAST ACTS IN THE MEANING OF IT.

NOBODY ASKED FOR THE TD.

TD STARTS THE TOURNAMENT SAYING THAT HE PENALIZES PEOPLE WHO DON'T PERMIT THE UNDOS...

From the information given it is clear the 2 call was not withdrawn immediately or without pause for thought. The TD needs to adjudicate this type of problem.

However, if the TD states that there will be penalties for not allowing undo's, what can you do? You arent playing bridge so the above laws dont apply.

In the Tournament Rules of this TD is:
"Undos are allowed, please respect this and remember this is a game and NOT a war!! Reject a reasonable undo and I adjust UNREASONABLY!"

Unfortunately most undorequests will not be accompanied with the new bid/card. So in my view it's impossible to know whether the undorequest is REASONABLE or not.

I'm wondering in which cases the rejected undorequest really resulted in an unreasonable adjustment.
