I saw this hand tonight. The player who held this hand bid 4C and dealt with a 4H call from his pard. What would you bid if anything ??

Agree with Justin 3S only promises 4 but for me it generally shows 5.

Surely just 4 Spades.
How sure depends on your methods.
If you can show good 5/5 hands with clubs and spades in one bid (MIchaels precise f.e.) this is more often then not just a four card suit.
If you cannot show the black suits, or not in this particular range, it more often shows a 5 card suit, but can still be a four carder.

3♠ for me shows 6+♣-4+♠ (usually 4)

3♠ only promises 4 spades, might have 5 but 4-6 is expected. (4-5 is unlikely since the bidder needs pretty good shape to compete safely at this level; stronger, less shapely hands might be able to double for takeout at some point.)

With the actual 4-7 hand, overcaller would prefer to play clubs rather than spades if partner has 3-1 support -- and many partners will, annoyingly, pass the second suit with 3-2. So the 4♣ call is understandable, and overcaller may have hoped to bid 4♠ next over a presumed 4♦. Note also that bidding 3♠ now makes it awkward to compete over 4♦ -- you dare not repeat the spades, but would hate to bid 5♣ only to find out partner was 4-1 with a bust hand.

Since I'm vulnerable and my 7-bagger isn't all that robust, I'd bid 3♠ now and NOT compete further. This has the added benefit that if partner gains the lead on defense, he'll be more inclined to switch to spades.
