I tried to vote 3 Heart, what else can this be as a maximum for my pass?

And I agree with the first pass. I had been able to bid 2 Heart noforcing with 8 HCPS, but I had not done so with such a lousy suit.

Partner's double is practically forced so I don't want to hang him for doing it. I'll go low with 2H. I trust that partner with 4H or 16+ will go on, and I'm happy to accept any invites.

I think I would have bid nf 2H, it's a close call though since I can't handle a diamond rebid.

3♥ from me, too. Maybe 2 is enough but our hand was very close to not passing before. Problem with 3♥ is that partner won't be able to bid 3♣, so 2♥ could be better.

Why should he be able to bid 3 Club?

When we belong in NT, he should not have doubled....
When he needs a strong raise, he will find other ways... 4 Club f.e.

To me, bidding 3♥ now is the equivalent of hanging partner for reopening on any minimum hand with ♣ shortness.
It's not even close: imo, 2♥=10; 3♥=2

I would have been sorely tempted to make a negative double over 2♣, but pass is a very reasonable call.

Now, I will bid a calm 2♥. I have something in reserve for my call, but bidding 3♥ now could easily hang partner for reopening the bidding.

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

3♥ is clearly the bid, if you bid....

But pass is not a bad option, I think it's very close. It's not hard to imagine them down several, even when we don't have a game.
