I might double directly over 1♦.
But having passed once, I would do so again, and let partner balance.

pass first in, dble second time. Pretty clear IMO.
1) doesnt have the values for a dble initially, making these light t/o doubles hamstrings partner when he really wants to bid 3N with some 14 count after 1d x 3d.
2) Both opposition have limited their hands so this is a clear pre protect. You have decent shape so get in the auction, letting them play 2d is seldom a winning strategy, particularly when your lho has denied a 4cM.

Pre-balance, Dbl, seems right, we can hardly expect to get rich in defending 2D and partner might have too many diamonds to balance in.

This is not a life auction anymore: LHO will pass. Therefore you are balancing when you are bidding. You have the perfect distribution for a balancing double. Partner won't.
