Hi,

It is either 1H or 4H.

Given the vulnerability, you are only a little bit too strong for a 4H opening bid,
but since th preempt occurrs on game level, p knowes, that it could be, that
you have something to spare.

Changing the vulnerability to green vs. red, the case for 1H would be stronger,
but even than - 4H tells p nearly everything, and if you later bid 5H or X, than
you finished the description of your hand.

4, second seat should be quite good, also gives RHO only one go to do something most of the time. How many times do opponents play in an insufficient spade fit now with a better minor suit fit available either as sac or to make for example.

Policy for me. Two outside primes ---1, when pard is not a passed hand. Reduces the number of opponents.

Not a fan of 4 with two defensive tricks.

Namyats or the 3N gadget is OK if the suit can be this 'bad'.
