Can anyone explain why GIB thought 4♠ was a good idea after P P 1♦ 2♦ P with Jxx Jxx xxx xxxx?

Also it would be good to have some way to play in a minor after 1♠ 2♠ 4♠ ?

5 minor show some huge hand with that suit and 4NT is RKCB

I guess it got overly excited by the double fit in the majors.
