Sure about that? ACBL Unit Game

The 2 call was explained as 'natural, at least 4 spades' when North asked after it was passed around to him.

North expressed considerable doubt that 2 was actually natural and asked several follow up questions as to whether it might in fact be a cue-bid, and what other options East had.

When North turned out to have psyched the 1 call, E-W were not amused. 4 was not a success, while 4 would have been fine, had North not talked E-W into believing that perhaps they had a misunderstanding.

How do you rule?

North is coffeehousing, and blatantly so. Give him a PP for that. Adjust the score to 4 making 4 by EW for both sides (although I think one might make a case for an overtrick, either for both sides or for the OS).

Give North a swingeing penalty. And adjust, obviously. That is beneath contempt. I don't think South will double 4 because it will (from his perspective) just get pulled to 5.

Any thoughts to 4Sx, or 5Hx, or is it going to be screamingly obvious that North psyched?

Im sure it's not legal but I would rule 4 doubled plus 1 to show my utter contempt for the coffee housing and pray that north had the gall to bring it in front of a committee.
When a deaf person goes to court is it still called a hearing?

It's certainly legal, it's just a judgement question as to whether the score is "at all probable" (to give it to N/S) or "likely" (to give it to both sides).

We all want to adjust to 4 based on an infraction that occurred AFTER West passed 2? What makes you think that a side willing to pass in a partscore is going to compete all the way to 4 without the razzle-dazzle?

They got to 4. West has KQJT: I think it not unreasonable that he would correct to 4 without North's antics.
