The consensus amongst the people I play with seems to be that 3 sets trumps unless opener immediately bids 3NT.

Maybe there should be some more exceptions. A few days ago I participated in this auction:
1-1
2-3
3NT-5
Should that be natural or Exclusion?

Additionally, I don't know what my club cuebid has shown.

Your partners bidding looks absurd. I would have tried 4H, but dont mind 3N either.

Why does he feel to make cue bids with a sub minimum hand and no decent trump support? Everything useful about hishand could be discovered by keycard, and if partner doesnt have enough to bid keycard over 4H you are not making slam with this pile of mince.

The rules of italien cue bidding are that you cue bid a or k or shortage in a side suit, but akq and not shortage in a suit you or your partner has bid naturally, and you are assumed to hold one of the AKQ in any suit bid naturally. Even those who play them play them only in certain situations. They are most useful if you agree a GF early on, in a strong club system or in a 2/1 where you agree the trump suit at the two level. This situation of a suit agreed at the three level is more murky, and people often revert to first and second equally here anyway.
