cant let them play in 8 card fit with more than half hcp at 2 level.

I am not applying the Law, on this one. Something tells me there are some subtractors, and I don't necessarily trust that they have 8 hearts either. Will take full charge if wrong, but it won't be the first time. We have half the deck at absolute most, if it was my partner passing early with 4 Spades; it just doesn't feel right.

for sake of discussion we get to assume opp are world class. that is part of the game

I'm more interested in the logical alternatives. 3/2 I thought of, but isn't pass a possibility? This of course is a hesitation problem as partner took some time before passing 2...

2 is for newbies though, partner is short in hearts so we're gonna be ruffing with the long hand...

I think pass is a logical alternative - I have no reason to think they can make 2H or even have an 8card fit. In fact I think double shows your 3424 9-count nicely except for the fact your hearts are so bad. In light of that pass is very reasonable. Could be wrong but could easily be right.
If no one comes from the future to stop you from doing it then how bad a decision could it really be?
