Is 1 forcing or constructive? Or something else?

I play 1 as forcing and would still make a game try with the East hand based on the potential of the K.

We have a toy that 2nt asks west to bid suits they can help up the line but without that I would ask for help with 3 by East.

East.

After getting a raise, he should make at least one push.
He his at least a trick stronger than he has promised up to
this point.

Remove a spade, the hand still qualifies, move the king of
hearts to another suit, make it a Queen, remove the Jack,
the hand is still constructive.

If you play 1S as forcing, than the case is even stronger,
a common reason to play 1S as forcing is to locate a 44, i.e.
we suddenly have discovered a 9-10 fit.

If 1S is nonforcing then I think west's 2s bid is enough although he has a maximum for that bid. E has some extras and should probably make another move. If you play very light overcalls then maybe w has to do more than 2s.

There are at least 3 ways to raise spades
2s support but minimum overcall
3s support average overcall (12)
2c followed by spade raise support and near top of overcall (15). This cue bid can be a variety of hands not just spade support.

Overcalls have a HUGE and unwieldy range and require special attention. Note that the jump to 3s shows a hand more than an ace better than a minimum overcall. This is important information as we need some way to help narrow down the monster range of the 1h overcall. It is simply too difficult for a simple 2s bid to cover ranges from 7-13.5. Once in a while we will get too high but our chances of bidding games is tremendously increased. It is not easy for east to raise spades since there is such a monstrous gap between 7 and 13.5. Even though the heart K is a great asset it borders on looking for a miracle hand that rats to make game around 25% of the time. Too much risk for too little reward. Even vulnerable this is a tough sell but they do pay a big bonus for bidding game there:)))) so squeezing out a 3s bid is not too bad.

This is IMPS and the search for game is important. IMHO west should have begun with 3s.

Interesting question.

assuming we are nv then 1h can have a very wide range. If vul then east has an easy 4s bid.

perhaps west can rebid 2c for starters to show a full opener

THIS SHOULD propel you to game.

I guess the confusion started with what is the range of the 2s raise.

1s has been limited to natural and constructive but less than a 2c cuebid after 1h.

I really can't bear to bid more than 2S with a flat 12 count. It seems to me that East has at least a 3S call in him, if not a 4S call.

Is 2C (unassuming cue-bid), out of the question ?
