Now What opener w/ minimum hand should bid??

If the 3H bid is invitation or sign off?

It's an invitation - responder could have bid 2!H but has jumped to 3 instead.

With a minimum hand, opener should pass the invitation.

By bidding 2♣ opener didn't show any extra strength, so minimum here means opening strength only.
Bear in mind that he could be quite strong all the same, up to 17 HCP in a natural system.

It's an invitation but partner had a lot to go on before they invited (I've shown 9+ cards in the round suits) and you have a lot to go on before you pass with a mere opening count.

Ax or Kx in spades and/or a stiff diamond and I'm bidding game on a quite a few 12 counts.

It cannot be a sign-off as responder could have bid 2H. Actually there is no sign-off bid except pass, as opener could be just below a jump shift to 3C, eg have 17 or a bad 18, and responder could be 9-10 with 4 or 5 spades and 2 hearts. On most 16+ hands, opener is likely to make another move above a 2H preference.

Some pairs even have accepted to hide a side S suit with non GF hands when they have a H fit, so for them, the sequence is highly slam invitational.

But most common treatment is game invitational, and opener with an ill-fitting minimum is encouraged to pass.
