Takeout Double of A High Level Contract

This not necessarily a bug.

The robots consider a double of any game contract to be for takeout. Actually a TOD should apply only if such bids are opening preempts.

It is what it is.

GIB does not, and has not, ever played penalty doubles at any level.

Take bidding like



4 is not an opening bid, and could be quite a good hand expecting 4 to make. Double is still for takeout.

To compensate, GIB will randomly pass takeout doubles which turns the double into penalty. The bad news is that the contract usually makes, frequently with doubled overtricks.
