Playing 2/1 GF and forcing NT, how do most play this double? Penalty or takeout?

Joking aside, I think it common these days to play it as takeout….extra values, No clear direction, definitely can be converted for penalty
I think there’s an argument that one should treat 1S (P) 1N (3C) x differently than after a heart opening. After 1S, opener can easily be 5431/5341 and have a good fit in two side suits. After 1H, one can only have a diamond fit, since 1N denied spades. However, I’ve not seen any pair play this (that doesn’t mean nobody does, merely that I haven’t witnessed it).
With a penalty double, pass in tempo and hope partner can reopen with his takeout double.
