"exclude web list"? restrictions on registration for express tournamentments

What do the "restrictions" mean? exclude web list, include web list, no enemies
Who keeps the lists? Can we see them?

BBO maintains the lists and no they are not public. Some games have restrictions to prevent players who are disruptive in those games from joining.
