2 sections 3 boards and 2 boards another how do I recover from this

You've got what looks like 22 tables just before game time.
You make an announcement. "If anyone does not have a partner or opponents at their table, please put your hand up". No hands go up so you let out a cheer, 2 x 11 table sections, easy.

The boards are going out , 3 per table.
When 2 of the players who were helping put out the boards return to their table, another pair is sitting there with cards in their hands.

Now we have 2 sections 11.5 and 11 tables.

We have 2 sets of 33 boards.

Your co-Director is away.
