The auction:
1D (P) 1NT (P) P (Dbl) P (2H) Dbl
Is the double played as penalty or take-out? What is popular and why?
Thanks in advance.

Penalty or take out

We have a simple rule that we play penalty doubles after we have tried to pass the hand out. In this case, we'd passed out 1NT and then the opponents came in, so double is penalty.
I can see the value of wanting to compete in a minor suit on this hand with a takeout double, but I should have bid 2♣ instead of passing out 1NT with those hands.
