include/exclude players order of precedence

Hi,
We have the options to
a) include friends
b ) exclude enemies
c) include our language
d) include our country
e) include a playing level
f) include players in a file
g) exclude players in a file
h) include players in a club

Does anyone know the effects of combining includes/excludes? I would like to build a list of includes but demote any bad apples over to an exclude list. Friends/enemies don't allow people to be in both lists, but custom lists don't have that relationship. It would be nice if excludes were top priority.

Short answer: If there are any Include lists / qualifications, players must be in at least one of the lists / qualifications.
If there are any Exclude lists / qualifications, players in any of the lists may not play.
