GIB has 11TP which covers the promised values. Just the shape and values are rather inappropriate for the bid.

Anyway it can't introduce new suit like 5 or 5 as that should promise more values. You can't invent new preemptive bid over preemptive bid hoping your partner will guess it's for pass and carries no strength.

It will be considered as situation for improvement. ( very likely to have more HCP along the TP )

GIB CC says TOX through 4. So it can't pass all the time, just has to find the less dangerous call for the pair.

GIB's total point count doesn't care about the auction. Any void is counted as 3 points.

I admit this is not good strategy, but it's how GIB currently is designed. We can make the rules more specific, so that we don't treat all 11 TP hands the same, though.
