I suppose GIB thinks double then bid 1NT is 19+ or something. Which it is at the one-level. However after the quantitative 3♣ response there are a range of hands that might try 3NT.

At least GIB only invited slam.
I have seen a number of instances where GIB makes an invite (especially in a minor suit) and, when I bid 5 of the minor, GIB bids slam. The result is almost always down one.

It's even worse, since this is a balancing double. Balancing double followed by 1NT shows only 15-20. The 3NT in this auction should just show 16 HCP, it's a bug that the same rule is used as for an unforced 3NT.
I asked GIB what it would bid with 15 HCP and ♠Kx in this auction. Its book bids are X in the first round and 3♠ after 3♣. But sometimes its simulations tell it to bid 1NT instead of X.
