For the current version of GIB

Pass 1 1 3 = 5+ 4-9TP

Pass 1 2 3 = 4+ 9-11TP

If the auction was the second, with that hand 63J73J32A9876 GIB looks upgraded its 7TP to 9 due the 5th length

Maybe it was 2.

The fifth club isn't really an asset when 1 is frequently three.

Yes, it will be adjusted for not having that difference when raising.

A three level 4-9 TP is totally not playable. There is simply no way for a hand with 19 HCP to move over 3C.

Also, this upgrade doesn't make sense.

I agree with xxhong. I suggest something like:

2 = 7-9 4+
3 = 4-6 5+
Cue = 10+ 4+

I've never let a concern that partner's opening might be 3 cards stop me from preempting with 5-card support. It's simply not playable to require 6 to make a preemptive raise.
