Responsive /snapdragon I would assume without discussion or a sane partner.

We just play this like all our other low level doubles for takeout, so some values, 4 diamonds and no heart support, may not be best, but makes all these sequences not require any brainpower.

I think I saw one pair using it as doubleton support with maybe 10+ hcps. Perhaps a hand unsuitable for 1N (no stopper in both suits) or maybe they were using 1N for something else. I don't remember what they called this double. Anyone like this?

In this specific sequence, I like Reverse Rosenkranz.
"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

So double denies an honor?
How about instead...
dbl-DSIP usually with a doubleton and compensating strength. Opener can show a second suit (including opener's minor) or retreat to 1N or...
1N on up starts transfers
transferring into opener's minor is a limit raise
a 2M-1 transfer is a constructive raise
So....
1C (1H) 1S ?
.....dbl-DSIP
.....1N-limit raise
.....2C-diamonds
.....2D-constructive hearts
.....2H-simple raise
This is kind of like what Justin proposed after 1C (1H) dbl

I use Reverse Rosenkranz along with what I call "Suit/Lead." So, very similar. How this works:
X = no honor, raise
1NT = clubs, or hearts with interest in a club lead, or possibly mild fit-non-jump-ish
2♣ = same as 1NT, but diamond focus
2♦ = constructive heart raise
2♥ = nuisance hearts raise
Your double meaning is reasonable, also, in that context. My double is unique from the "lead something else" concept because of range differences and the like.

I use this double to show a doubleton honour in partner's suit and a desire to complete (often 5 cards in the unbid suit but not quite promising them.) I find it more useful to be precise about the quality of my support than be precise about the length and strength of my holding in the fourth suit. It also greatly eases the memory burden to have a large family of doubles all showing one card short of raise length in partner's suit and a desire to compete, rather than have separate rules for support, rosenkranz, snapdragon, etc, situations.
Without discussion I would assume a more generic Snapdragonish meaning.

In auctions such as (1♣) 1♥ (1♠) ??, I like
- Double = The unbid suit (♦) and at most a doubleton in partner's suit (♥). When we have a misfit, partner can sometimes convert to penalties.
- 2♦ = natural (♦) with tolerance for partner's suit (♥ -- i.e. consume some space with a modicum of support)..
- Other bids = Normal
- This FNJ approach seems to be safer and make more sense than snapdragon or whatever.
