In jurisdictions where weighted rulings are permitted, is it considered important that the TD record the breakdown of weightings? Does any currently available scoring software do so?

I cannot imagine any jurisdiction not requiring this.

My guess would be that all available software does this; after all, the weighted rulings have to be entered into the program.

Jeff Smith's suite certainly does.

In the EBU we have forms to be filled out with the various weightings, using the "Maastrict Protocol", before entering the data into Jeff Smith's scorers, which also keep a record of what scores were entered.

A lot of software does not do weighted scores, so you have to work them out and then put them in. I am afraid one of the reasons that weighted scores are not given in English clubs as much as they should be is because of the difficulty of entering them into Scorebridge, which the EBU has encouraged clubs to use.
