No matter what the final contract is good or bad,I think GIB should pass 3 as a final contract, but rebid 3? what is it for?

Also I think East is only worth 2H. Yes, I see that it is within definition. still wrong (IMO)
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

Psyche (pron. sahy-kee): The human soul, spirit or mind (derived, personification thereof, beloved of Eros, Greek myth).
Masterminding (pron. mPosted ImagesPosted ImagetPosted Imager-mPosted ImagendPosted Imageing) tr. v. - Any bid made by bridge player with which partner disagrees.

Why is E bidding 3 instead of 2. You are greatly increasing your chances of getting to a hopeless contract.

If you look at the description for 3, it now says 13-14 total points, so GIB has evaluated this to a more than minimum opening hand, so I think GIB is accepting your game invitation and trying to find the best place for game. The question is, why does East now pass? Oh, I see, East didn't have their 3 bid

East GIB does have his 3 bid- 10 total points and 6 hearts- 9HCP plus 2 distributional points. West GIB should just pass- it doesn't have rebiddable spades and no good support for hearts. Whether you think the bidding structure is sensible- well that's unrelated. 2 should probably be 10-13 total points with less than 13 HCP.

GIB plays strong jump shifts over partner's opening bid, so
1m-1-1-2
could be much weaker than 10 total points with many hearts.

surely counting shortness in partner's opening suit is counter productive

Yes, sorry to repeat. GIB DOES have his bid according to SYSTEM. He just does not have his bid according to any bridgeplayer with more neurons than a zabriskan fontema.

LOL. For 1 thing, a king, 2 queens, and a jack add up to only 8 HCP, and if you make any kind of adjustments for quacks being 62.5% of your HCP, your adjusted HCP is closer to 6 HCP. 2nd thing, you would have a hard time finding anybody else who plays a 2 rebid as 10-13. What would you rebid if the Q was a small club using the GIB system so you only have a 6 count?
