What's wrong with Gib defence?

This speculation, but early chess programs had the same problem.
OK say Gib simulates that declarer makes the same number of tricks no matter what card defender plays.
Then Gib selects a card somewhat at random and makes what looks like a dumb play.
But to GIB its not bad as declarer will make the same tricks, nothing was lost.
