do we open 1♦ or 1♠ here? we have 12-19 points and a 5 card spade suit and 4 card diamond suit.

The longer suit (with at least one suit longer than 4).
And the higher ranking if there are two of equal length (longer than 4).

In most systems open 1♠ planning to rebid 2♦ or raise diamonds.
