Does 2NT ask for partner's minor?

Sometime in the 70s, Bob Ewen, describing Michaels in one of his books, said you bid 3♣ , pass-or-correct. The Bridge World's review protested: One of the few things the reviewer thought was consensus was that 2NT asked for intervenor's minor.
The problem here is that you want to _pre-empt_ in intervenor's minor. So I guess it's got to be 4♣. On the theory that if 3NT could _possibly_ be to play, it is.

A common agreement is, that 2NT is the strong, 3C the weak relais.

Is the Michaels Cue split range ( weak / strong ) or is it cont. strength?
Is it always 5/5 or is 5/4 possible?

What is the vulnerability?
Do we use IMP scoring or is MP scoring in place?
Someone may come up with add. questions, which should be answered, before you
can answer your question.
PS: And I would suggest to avoid ALL CAPS.

Bidding 2NT with a weak hand is also problematic: it makes it simpler for opener to show
a good / strong opening, X by opener becomes a free action.
As it is, you may only need the two different versions to asks about the minor,
if you play cont. range, a style you may or may not like.
And if you dont need two versions, you can decide, which bid you prefer more,
which problem you think is less relevant, freeing up the other for whatever.
