In what world does both the opponents showing a long suit make jumping to 3NT on an 8 count like this (described as 10-11 HCP, naturally) a good idea?

It does not appear to be a traditional stolen bid Stayman with a 4-card major either. I understand that some folks play Stayman as "Using Stayman (2♣) after a 1NT opening without a 4-card major typically indicates either an invitational hand (8-9 HCP) planning to rebid 2NT/3NT, a specific 5-4 minor suit game-forcing hand, or a "Garbage" Stayman (0-7 HCP) weak hand with 4-4-4-1 distribution seeking a better partial score. It allows you to find 5-3 fits or avoid bad 1NT contracts." I don't play this way, and if this is what the bid means as a point count Stayman, then I would think that the response should have been 2NT over East's 2 spade response. Best regards
